Is there a stated design intent on Dungeon/Karma item costs?

Given the dungeon runs update they are basically saying you should expect to spend a minimum of 40 hours per character to get the dungeon armor set from a single dungeon, and basically double that if you want a single weapon as well. I would assume the goal was that karma sets would take roughly the same amount of time but I haven’t got to that part of the game yet so I can’t speak to it. (I do however think the cultural armor/weapons are a bit askew in comparison especially since they aren’t exotics)

I’m not really arguing if that is reasonable or not, I’m just curious if ANet has said what their expectations are?

I’m sure I’m not the only one who has eyes on trying to attain all the dungeon sets but at roughly a 1000 hours per character to get all of 1 armor type (i.e. Light/Medium/Heavy) that’s a wee bit intimidating :P

The design (apparently) is that you must farm slowly and calmly over a long period of time (not all at once) to obtain the pieces. For example, doing it once a day over a month.
