So, in order to make commander’s armor I need both the insignia recipe and the recipe for the armor piece as well right? And if I want to make an amulet with commander’s stats I only need the jewel recipe right?

yes, that’s right.

no, you need the recipe for the actual piece eg. Charged Ambrite Orichalcum Amulet and the jewel recipe

For armor/weapons, you can instead make a (presumably cheaper) triple-stat version and then change the stats via the mystic forge.

  • Anthology of Heroes x1 (20 spirit shards, from Miyani or her clones)
  • Ecto x5
  • The original weapon|armor
  • A commander’s inscription|insignia (respectively)

In that case, you just need the insignia|inscription recipe(s).
