Is this outfit still available?

It’s not available, there are many armours in-game that NPCs wear that aren’t currently available.
This armour is shown on the first picture of the fourth column in the link I’ve added.
It used to be available I’m fairly certain. At least I remember wearing it after release, though this is some time ago and I don’t have the best of memories.
The only things I can think of are these two, both which have racial variants:

But neither look like the picture you posted.
Also regarding your link, I think we can count ourselves lucky Rox’ face isn’t available to character creation.

Pretty sure this is Rox’s face, just with some sliders in the wrong place.
EDIT: It’s not exactly the same, but very similar. The nose colour and pupil shapes are different.

That sylvari dress has never been available to players. My ’vari player friends have been yearning for it since launch. (I also play ’varis, four of them, but have more been mildly interested in that dress than outright yearning, as to me the skirt looks too big and heavy).
Like it says in the title, I was wondering if this sylvari outfit is still available in the game, can’t seem to find it anywhere.
Soon in the gemstore…. like the other npc outfit of anise or what was it?
It is really a shame that there are outfits, that can`t be crafted / bought even they are already in game!
GW2 endgame is all about skins and this outfit will probably only come via gemstore…. sometimes I feel like I bought a Bli$$ard game.
I’ve played since headstart & don’t remember seeing that outfit ever, there was a leaf outfit that is now a tonic- basically the town clothes for sylvari. There are alot of npc faces & outfits we still don’t have that anet promised would NOT be exclusive.. Yet, they are.
Yeah, that’s never been an outfit, especially not a gem store one.
Hm, must be my mind playing a trick on me then. I certainly would pay up if it were an outfit though, it’s one of the few sylvary cultural looks I like.
