So I finally conviced a friend to buy the game, he install is and creates and account, but it’s now telling him that Isle of Janthir is full which is the server me and my guildies chose.

I was wondering if this is permanent, or if it’s just a time of the day thing?

It’s not permanent but your friend will have to wait quite a while (a few weeks).
Your in one of the best WvW servers, everyone wants to transfer over to IoJ so they could dominate in WvW, that’s why it is full.
If you want to play on the same server as your friends then I would suggest you move to a less populated server with your friends, IoJ will be ‘full’ for quite a while.

1. Tell ur friend to log in at 2 am during weekday.

2. Select ioj

3. Click transfer

4. Profit

Servers arent always full. You just need to wait past prime time.

At most our ques are 30mins during american primetime and about 10mins during oceanic time.

Several of my friends had the same problem with Gate of Madness. I told each of them to choose any server and then switch sometime before noon. They all managed to change with no problem.
