I have two jade dragon’s claim ticket, but the Black Lion Weapons Specialist doesn’t offer tab weapons jade =(
Anyone know anything about this?

If you have the tickets in your inventory, then the NPC will give you an option to open a window where you can trade old tickets for weapons.
Are the tickets in your inventory?
The ones in Rata Sum still do. I also panicked when the others didn`t. Just visit the Asura, they have everything in order ^_~
