Guild Wars 2

What is going on with the Jotun vendor in Bitterfrost? A big deal was made out of putting him in the game, but the only way to acquire them is by 3 story achievements, giving exactly 6 fragments or 2 uses of the vendor. Has he been abandoned? Will we ever see another way to get fragments?

Maybe as a BLC random drop ( or Chest of Black Lion Goods, from Daily Login ), but i really doubt there will be a way to farm em ( and for god’s sake i would add ).
