Did the monthly for July reset early? Its currently 8:12pm CST and its july 31st but my monthly has already reset…i was so close

It changes to the next month’s at reset on the last day of each month.

Some people are new to the game. Others might not have tried to get the monthly before and didn’t bother to notice when it changed. Or they’ve always before gotten it early and didn’t bother to notice the exact time it changed.
Since the game using UTC, it resets everything…Dailies, Monthlies, Season Two patches at 00:00 UTC time. That is when the new day, new month, or new day of the patch starts. Only a very few of the playerbase are in whatever time zone matches that, I imagine, so for the majority it will be either before or after the start of that particular day/first day of month/first day of patch.
It couldn’t work any other way without having 24 separate patches/code implementations.

It’s been there ever since they revamped the achievements panel. Dailies also have a timer.
And I thought I knew this game.
