Near release we were all given the celebration hat and not having the bank space so I deleted it is there anyway to get it back or am I kind of out of luck?

I’ve seen this hat recently and got really excited about buying one with gems. looked it up and was sad about the source. I was playing the game back then, but was never told about free stuff.

You are most likely out of luck. CS is not able to replace purchased items purposely destroyed, so unlikely they will replace free items.
