So many ppl have dual legendaries like legendary dagger or 2 same legendary at different characters. I think that people put a lot of effort for the skin, and not for the sake of changing attributes. So it would be fare to make such change.

What why?

They are making legendaries BoA today and that makes it better if you have duplicates imo.
