Kudos on the Scout's Coat
I agree on the Scout’s Coat, really nice alternative to most medium armor. The Duelist coat is also very similar and works on all races.
I have to disagree with you on the ball gown thing though. My wedding dress was a floor-length blue ball gown and part of the reason I chose it was because I still had a full range of movement wearing it. I could walk, run, jump, do a high kick (that got some laughs when I tried it on in the changing room) and because it was floor length it hid the fact that I was wearing sensible shoes underneath which meant I could walk and run normally. Not that they stayed on all night anyway.
It depends on how they’re constructed. If it’s tight-fitting (like the noble count outfit) then yeah it’s going to limit your movement. But if there’s enough fabric to spread out or it’s separate pieces – which a lot of light armour is (or more often legging with part of a skirt over the top) it’s not going to restrict you.

I’m a big fan of the Duelist coat, it’s like the Scouts but all races can use it. It looks equally as good from Human to Asura. There is a lovely pattern that dyes pick up nicely too. Wish there were more tops that weren’t trench coats/with butt skirts or didn’t have a female characters top hanging out either.

It may not restrict your movement too much, but long fabric in combat is definitely a bad idea. You can trip, get caught on things, and opponents can grab it and restrict your movements. Most societies that had capes / cloaks would either remove it or wind it around their arm for serious combat.

What really bothers me is that there have been countless threads on the forums requesting armor without skirts but Anet keeps producing more.
