Yes, my point exactly. If you check the wiki page I linked you will see that ANet/NCSoft owns permissions and 3rd party use is prohibited. So you can contact them or the artist to see if a version modified to your needs is available for wallpaper purposes.

third party for profit non personal use. In other words if you saved something as a wallpaper I doubt anyone would get insulted, would sue you or even know about it.
In other words if I reuploaded the artwork as my own, or without permission, I would be in trouble. However if I saved the artwork, modified it to a wallpaper size and just kept it on my PC, I doubt anyone would care.

Or you can do what most people do and just save the image to their computer, open it up in photoshop, and have at it and make it into a nice fancy wallpaper. Pretty sure it’s not illegal as long as you don’t pawn if off as your own work and sell it for actual money.
Little trick not many seem to know about…
1. Open the folder containing the picture you want a larger version of (not maximised).
2. Open Google image search in chrome (not sure if this works in other browsers), again, not maximised.
3. Put the two windows beside each other then drag and drop the picture file from the folder window to the search box in google image search.
The file will then be uploaded and “visually similar images” will then be displayed.
