Launching pads probably are from asura and pact used it on tequalt. So someone from pact to make money for their needs could sell it to Evon. Evon would built them for Explorer Society, becouse Evon want profits from glider skins. And the best places where to build it would be told by Explorer Society. Rather something like that.
