Legendaries, stat shifting, and upgrades
I think this is perfectly fine, you are supposed to lose upgrades when changing them, with the exception of super expensive infusions (which is what upgrade extractors are for).
If anything, the “solution” to this is for stat swapping to be removed from legendaries entirely. You should get a one time stat selection when you get it and that’s it.
The stat swapping was added because people complained it was too expensive to craft a new ascended weapon to transmute every time, since with the old ’mute system the old one was destroyed.
Now, with the wardrobe system you can craft multiple ascended weapons with different stats and skin them all, so the stat swapping is no longer necessary for the function it was provided to alleviate, leaving legendaries beyond their promised state of cosmetic only grinds, and needs to be removed from all legendary items.

Looks is not what make a weapon legendary, it’s either functionality or power. So they won’t add more power (because people are easily upset) they have to add functionality. Otherwise people will be less inclined to get them. Which means they will maybe spend less time on the game (because less carrots to chase which is important for a lot of people). Which can lead to them not playing/buy gems for the game. Which leads to Anet not getting money and since Anet is a business they need to get money. So yes while I agree the upgrades should be written over, I don’t agree they need to take the option away for switching stats out of combat. (Wardrobe just makes skins easier transmute, not easier to get stats so its still expensive to craft them and will be more so with the new updates to raise prices up on material goods)

Removing stat swapping from legendary is silly. That would make a shaman’s lego worth less than a zerk lego, at least in the current meta.
On topic however, I dont think that you should be able to swap upgrades. I dont like the +5 of a stat infusions so I just stick with the +5 AR only. Apart from that I dont run the most expensive sigils (apart from sigil of torment because it’s always fun) so i dont really care about overwriting them.

Look is EVERYTHING for a legendary.
That’s why at launch they had the same stat level as exotic, and people whined and begged for a higher tier of stats for them given how much work was involved, and ArenaNet said no it was a purely cosmetic (i.e. all about the skin) grind, but added that they would always equal the highest tier of gear stat wise.
And they only added the swapping because given the ‘mute system destroying your old weapon when you swapped meant changing specs often was super expensive given ascended weapon costs.
Skinning a new weapon no longer destroys the old, therefor the reason for the stat swapping’s existence is no longer there.
You can make a zerk GS, a shamen GS and a celestial GS, and skin them all to the same legendary at basically zero cost given how many transmute charges the game throws at you.
Allowing you free swapping of stats outside of combat while keeping the legendary skin.

I think the fact that legendary can change stats on the fly outside of combat is great, but it becomes a lot more irritating when you’re stuck with the same upgrades unless you keep on over writing them.
I think this will be much more exaggerated with legendary armors, I’m curious what people currently do with their current legendaries when it comes to sigils.
I’m sure they chose carefully and only overwrite cheaper ones.
Someday they will have legendary trinkets, rings, runes, sigils… But for now, we all have to suffer through this until we can start suffering more to fully “legend out” our characters.
