Legendary Crafting Mastery

To be able to buy the item for the new legendary staff from Hobbs in LA, do I need to finish the entire legendary crafting mastery track? I got to the “secondary” thing thinking it would let me buy the book for nevermore but it hasnt. Also how long would it take me to farm out the last 2 levels? I guess I could do the COF farm, it’s just so boring.

3000 giant eyes, 10,000 empyrial fragments, 500 charged lodestones, and at least 10 items that are each hidden at the end of a bugged event chain. And that’s just the 1st tier.
