Hey guys, yesterday i saw a player who had frostfang. Without being in combat, the frostfang aura was still noticeable, for example the ice on his arm and the ice dust behind him.

Do you know how to activate the legendary effect without being in combat/without using a weapon?

It is similar to other skill bugs, in which, the skill animation does not appear to terminate. Like rangers with great sword wings, the perma guard shields, and so on. If you are looking for a way to see this on your own toon, these bugs are only visible to other players.
