The biggest problem of the upcoming legendary armors is that you can not change their runes;
while with the legendary weapons it wasn’t a big problem since two seals were affordable in most cases, with the armors that would be a big problem.
I thought about it and I’ve come up with an idea: why not create a system similar to the wardrobe for sigils and runes? Every time you get a sigil or a rune, it is added to the wardrobe and you can use on the legendary weapon or armor of your choice.
It would also be a way to make the legendaries more useful instead of relegating them to purely cosmetic things.

For all we know the delay in releasing leg armor could be related to Anet giving it the feature to select which runes you want.
