I finished the tutorial with a new character and am level 2. If I do the level 80 boost can I still do the personal story? or does it skip that and leave me with LW 2 and HoT?

You can do the personal story.

Some people prefer to wait until they are 80 so they can then go through the whole story in a row without the level gaps, in fact. You can also hop back and forth from starting PS to LS2 to HoT by activating the relevant one in your Hero Panel. As long as you are between installments you won’t lose any progress. I.e., right after you get the completion popup of the big shield with the rewards and leave the instance, you can then swap to another story line and work on that one and reactivate the first one when you feel like it.
