Playing the game?
Pretty much everything you do nets you XP:
- Killing stuff
- DE’s and Hearts
- Map Completion
- Crafting
- Gathering
- Daily and Monthly

The door is ajar.
Ultimately there is no “best” way to max level. However, playing normally may get you to level 80 in anywhere from 3 days to a week. By playing normally I mean map exploration, running the events in those maps, doing your personal story, and so on. Also, if you’re looking for the dull and boring rout, there is a champion train that runs in Queensdale that can get you leveled in about the same amount of time.

Fastest way right now is probably Edge of the Mists. You can get almost 30 levels in one match. Boosters, xp buff food, guild xp banners, find a good commander and stick to him like glue
May sound a bit arrogant but … the best way is playing the game.
Try to complete the starter areas, gather the nodes you find, try craft gear to your level, do some dungeons when you reach the level of each dungeon, do some WvW and you’ll be lvl 80 before you realize it.
(and the other 8 elite specs maxed too)
Fastest is crafting.
Cheapest is either exploration or karma training in EotM.
‘slow’ leveling is 2 weeks to 80, story/maps/harvesting/crafting from your own harvested mats/events. ‘fast’ leveling can be a couple of seconds if you have enough tomes of knowledge.
The BEST way is to enjoy the journey to 80 and not play the game in order to reach 80 fast. Otherwise you will feel burned out already.

Seriously though, OP, pretty much everything gives you XP, as Dia pointed out. The devs pretty much hand it out like oxygen (which is definitely not a complaint from me). For crying out loud, rezzing people gives you xp!

Everyone probably has their own preference for leveling though. I know some people like to champ train, others like to craft. Some just explore and play the game organically. Others like to farm the same event chain repeatedly to a certain level, then move onto another specific chain.
I like to map clear, or swap the leveling character in at the end of a dungeon run for the xp. I think I actually find the dungeon swapping to the be the quickest for me. Once a character hits 65, I use my personal story to rush the last 15 levels (I also feel it makes the story more cohesive to do it this way).

Agree TheDaiBish, except killing things, I would replace with champs as found at any event around the maps. The normal mobs don’t pay have as well. And if you are trying to level fast make sure you use both food and utility buffs to get the extra XP from kills. Good hunting!

Why can’t you WvW?
Being an uplevel is a detriment to larger servers where those player slots would be better put to use in the hands of an 80 instead of a level 20 upleveled.
