Leveling scaling broken?
i remember that happening to me a few times at that place,
it appeared as though whatever invisible area boundary you cross to alter your level is oddly placed there.
if you go across the bridge leading west from the asuran “base”, you become lower for longer than if you went north and around the mountain before heading west.
so not broken, just wonky.
There are a few areas in the game where mobs are right on a border, so if you move farther towards the level 23 area, you should be 23. The same can also happen in reverse. I was in an area once where I was something like 50, and the mobs were a low 40. The funny thing about it is they die similar to critters.
In other cases, you may encounter higher level enemies when an event is being scaled for many people, though it’s only usually +1-4 levels.

Ill check it out again, with mobs being on the border of different leveled areas… but it was not a matter of upscaling an event or mobs. There was no one else around
As already mentioned, level scaling requires crossing certain geographical boundaries. It is easier to kill certain events solo if you can kite it across a scaling boundary to your advantage. Conversely, crossing the wrong boundary can make veterans very, very difficult.
