You can only purchase that packaged deal twice.
You can purchase more than two shared slots and storage expanders. I would know since I maxed out on all of them.
I don’t see anything on the gem store to say it’s limited to two per customer.
I’ve not tried buying it (I never buy keys) but normally things which are limited say so on the store itself.

I was able to buy it more than twice so you should still get the free ticket scraps if you want more. Unless they’ve changed it since.
I don’t see any such limitation on the in-game descriptions.
Also not seeing a real incentive to buy it, at 900 gems is what you’d pay for that number of keys but you now get 2 free ticket scraps. Meh. I’ll wait til they discount keys again

Maybe my math was off but it seemed cheaper per key. I’m not sad about buying it, though, as one of the keys got me an orichalcum node that I instasold for 275 g net And I also got a Crushed Bone Dye that I elected to use rather than sell for another 100. Sadly my scrap numbers still do not add up to a ticket.
Of course this means my BL chest RNG has been used up and I’ll never get the perma hair kit, oh well.
900 gems gets you the pack.
Pack is 10 keys and 2 scraps
5 keys are 450 gems so 10 keys would be 900 gems
So no cheaper for 10 keys but you get 2 scraps as a bonus.
As you need 10 scraps to make a ticket you’d need 8 of those 10 keys to drop a scrap.
Which not only isn’t good odds but not really something I want to wish for.

You have, according to the math, a 70.2% chance of getting 2 or more. About a 29.3% chance for 1 and a 0.5% of not getting a ticket drop or more than 10 scraps. The math says the average is 2.18 tickets out of 50 keys.
A little more math and that lowers the average cost per ticket by 26.5% or so (4500 gems for 3.18 Vs 4200 for 2.18 on average). We are still talking more than $50€ (1400 gold currently) of gems.
