Living Story Events?
The events are there, and they appear at or near the path the signs take you. But they are on a long cool down, so you are just not being there when they do happen.
Try hanging around the north end of the path in Wayfarer. I noticed that one of the events usually happens up there.
So far I’ve just seen the event where “vents have opened up, kill this ice elemental to get ice chunks to clog the vents”.
They’re along the routes – if one happens, people in the map usually give you a heads up. So as a courtesy, if you happen to be running past and the even happens, let people know.
Haven’t seen any other event types yet, though.
It would be nice to know what kind of timing we can expect for each of these stages.
I was worried that the initial events would be over in a day so I stayed up following refugees to heal them because I hadn’t gotten the full 75 points but it looks like we have a few days to help the refugees and the signs have fallen down and able to provide points so there really was no need to get them all in one day. I just didn’t know that was the case.

I don’t think there is more to do yet. Signs, fires, refugees, mementos, and vents seem to be all there is right now.
The article mentions that this living story will take a long time to unfold, and won’t be like the shorter, well defined holiday events.
They mentioned:
“Story arcs will play out over time. You won’t necessarily know how long an arc is, and some could take months to fully unfold. We’re weaving many plot threads together to make one big cohesive world, a river of story, a living world. Watch GuildWars2.com for more information on upcoming story arcs.
In the current arc, “Flame and Frost,” we started modestly on January 28 with teaser content that begins to make small changes to the world.
You can participate by volunteering to help the refugees streaming down from the Shiverpeaks in both the Wayfarer Foothills and Diessa Plateau."
As for keeping track of what’s going on, ArenaNet mentions they have a few things in place to help us out:
“We’re introducing a new Achievement category—Living Story Achievements—that will help guide you to all the dramatic bits we place in the world for you. These achievements will give titles and rewards specific to them.
The gold stars on your map and the directions in your Living World Achievement pane will guide you to where you need to go and to the characters you should approach.
In addition, each city has hired heralds to spread the latest news to its citizens. These rumor mongers, stationed at two key locations in each city, will help you find the most current Living Story events, so you always know where to go to find the latest story moments."
It wasn’t on the list, but I remember getting a letter from a herald when the event first started.
I don’t know if they’ll still get used to remind us when different arcs get implemented.
