Living World Season One
Season 1 will come back eventually, just probably changed to be more like Season 2 in its gameplay. But right now it’s not playable because it was largely done in open world and not in solo/small group instances (like Season 2). Thus, they’ll have to change up things to make it replayable.
As a side note: Season 2 was free for players who were actually logging in when the episodes were released.
Season 1 was basically an experiment. Their original plan was to do 1 time only events, switching to 2 week events was a compromise because the first one time event went so badly.
Then they bowed to player pressure and made it permanent, then again when they switched to making an expansion.
What they’ll do next is anyone’s guess.

They learned after the first event. They build in more redundancy, built better support for instances to include the number of people they do now, made it easier to create extra instances with enough people. In fact, I bet they could repeat the original Karka-invade-LA event today and it would go really well.
Further, as stated above (and recognized by the OP), S2 works differently — you can repeat everything except the group events and participate in all the specific achievement-earning challenges. In effect, the only thing you miss is being in a map with 50-100 other people doing the same thing (which is true for most of the game anyhow).
S1 was never intended to be repeatable; S2 was.
tl;dr yes, anet learned from their mistakes and we can reasonably expect that S3 will go better than either S1 or S2 and be at least as repeatable for latecomers kitten is now.
You honestly did not miss out on a whole lot. Some of it was neat for sure, but a lot of it was pretty rushed and largely forgettable.
