Most likely because the loaded wagon decoration doesn’t have those lights. I know that seems like a lame answer but alot of the decorations are from core tyria. Alot of them they didn’t make new, they have been ingame forever. Knowing this, a more appropriate question is why they needed to be upgraded in a chain wrather than loaded wagon being a direct upgrade of the base wagon alongside the lit wagon.
The people loading the wagon accidentally smashed the lights.
