So I noticed this is one of the rewards with the new Log-In Rewards system.
If any dev has time to respond to this: I’d like to know if these bags will be account bound? So that you can move the bag to an alt and use it on that character to get some quick level boosts? Would be very nice. I could save up all the bags for an entire month and then grant my alts a couple levels.

the experience bag will contain tomes of knowledge which are account bound

I don’t think you will get instant xp when you open the bags, like mentioned above you will get tomes which can be used on any character.
