Login Rewards shouldnt have RNG
You do realize that this change actually reduced the RNG for the Black Lion Goods as it pertains to “Daily” things.
Before it was random luck if you got something from the gem store free at all for completing the Daily and then luck on what you got.
And are you really going to look a gift horse in the mouth? You’re getting something that you would have to pay gems for for free. Just be thankful they even put that in. They could have left that part of the old daily system out.

It was much more RNG before. RNG on whether you got one then RNG for what you got. Now you’re getting 4 every 28 days, guaranteed. Before this I would go 2 or 3 weeks without getting one. This system is much more generous.
Is the reward you are referring to the one in which you have to literally click like 2 things to just log in to get? Just wanted to make sure you were complaining about the right thing because it would be strange to hear someone complaining about getting something for doing nothing. Or maybe it’s just me?
I think the OP wanted to be able to select from the list posted, say pick a key. I don’t remember the last time I every got a key from a daily. All the others I’ve gotten in spades but keys? Can’t say I ever got one from a daily.
Edit: Okay, diving through the history of the wiki on Gem Shop awards from dailies, it’s the same list. Just before we had around a 25% chance of getting one, if the drop rate data is correct. Now it’s a guaranteed 4 in 28. I for one won’t mind not getting the various expresses and BLSKs filling up my bank.

A lot of the boxes have fixed contents.
I think the OP wanted to be able to select from the list posted, say pick a key. I don’t remember the last time I every got a key from a daily. All the others I’ve gotten in spades but keys? Can’t say I ever got one from a daily.

i certainly would never expect or advocate for being able to pick a key 4 times per month, but what I am saying is that a key, for example, can lead to a ticket. This could potentially but not likely happen for 1 person 4 times per month now (getting a key), and another person 0 times per month, and honestly, I’m getting tired of this with GW2.
so why not have the key a guarantee on the 25th day, and not have it as an option for the previous ones , and instead be able to pick from a list of what you want based on your needs?
So it would look like this:
1 guaranteed BL key on the 25th day
Your choice of 1 every time you get a Chest of Black Lion Goods:
Mystic Forge Stone
Transmutation Charge
Box of Fun
Merchant Express
Bank Access Express
Black Lion Salvage Kit
Trading Post Express
Instant Repair Canister
Revive Orb

That being said you should edit in an acknowledgement that this was a step in the right direction in your opinion.
If what you want is less significant RNG, perhaps they should take Black Lion Keys out of the result table entirely, rather than guaranteeing them 25% of the time as you suggest. The rewards aren’t as good then, but at least you won’t get a Box of Fun while your buddy gets a Key.
If we assume that all results for the Chest of Black Lion Goods are equally likely (which isn’t a small thing to assume,) a person would, on average, get a key every ten chests. You basically get one chest a week (28/4,) so you can expect a Black Lion Key once every 10 weeks. (Again, assuming all CoBLC drops are equal.)
My point is, by guaranteeing one key a month, you’re more than doubling the expected drop rate. Taking the key out of the drop table entirely might be a little extreme, but casually doubling the drop rate isn’t something to gloss over, either.
