I imagine for expected Wintersday influx.

Good time to get your server transfer done if you’ve been having trouble with an available window.

Yeah, and then they’ll change it back so the servers “look” full.

Shrug, for all we know, ANet’s server technology is scalable. So for the Wintersday event, they decided to pay some more money to get additional server power to accomodate higher demand during this period. (and to avoid frustrating new customers who want to play with their friends.)

Then after the event ends they go back to paying less for fewer servers and things become full again.
