Why does it have a timer? Can’t it just be infinite unless we cancel like all the others?

if it’s until cancel, then we can’t use it in combat because we need a cancel skill

You could just click on the tonic again to cancel the effect.

The new tonic works just like the mini tonic from the last LS chapter. 15 minutes isn’t forever, but it’s good enough.
