How come the only way to get this armor is by being a member of the Priory? Being in the Order of Whispers or in the Vigil gives access to armor that can also be earned elsewhere. So, why is the Priory special?

You can also get magi armor from Ascalonian catacombs, Twilight Arbor and Honor of the Waves dungeons. And those are exotic versions.
