Example – Using bleeds (Bleeds are 5% of all condition damage)

+5% damage vs target with 1000 condition damage = +50 condition damage vs that target = +2.5 bleed damage.

Not Overpowered, only effects specs that have high condition damage and stops alot of trait redundancy the classes currently have where you have traits you cannot use as your crit/power is absurdly low.
