If they were going to make them armor, they’d have done it when they implemented the wardrobe in the first place.
They stated outright at the time why they didn’t.

If it can’t be armour then making it an outfit would be fine. As it is I never use them because they can’t be dyed and are awkward to use (you have to carry the tonic and reapply it every few minutes or after entering combat).
I also think having a ‘starter’ outfit would encourage people to buy more. When I’m playing my free account I never even open the outfits tab. Why would I? I don’t have any outfits to use so it doesn’t matter. But that means I never see all the ones that are available to buy and never think about buying them.
If everyone started with an outfit the way we used to start with a set of town clothes I think it would give more players a reason to check out the outfits tab. At the very least the might find they like the functionality (yes, even with all the limitations) but I don’t think it’s a big stretch to suggest they might preview the locked ones and find one, or more, they like.

Outfits are the easier, more appropriate implementation. Re-fix the dye channels on the existing bundles and they’re good to go.
