Map creating system sucks
Well first get to a map early, like 30 minutes early. Then you don’t have a problem unless you DC.

I’ve never had a problem with tequatl as long as I get there just 5 min early. But to the point, world bosses are not supposed to be doable with a low amount of people. They are designed for large groups. Its unfortunate yes that the mega server system is still doing this (creating instances with not nearly enough people to complete the meta/world boss for that map), but world bosses should not be scaled down any further. They are already pretty easy.
The LFG is your friend in these cases. If you don’t get automatically placed into a nearly full instance, try forcing your way in.
If the popular maps are full, then c’est la vie. I have been in an instance that was created just before Teq popped. The commander organized us, we got hit with one wave, but won out in the end. It’s possible, and very rewarding, though admittedly rare.
I have that problem on Dragon’s Stand a lot which is why I rarely do that event. Showing up early doesn’t help because of the way the map shuts down and kicks people. I wish they would take that map out of the daily reward rotation. LFG doesn’t help if the maps are full. I think what they should have done with that map is have each direction be a different map instance.
It gets a little crazy on Auric Basin to with the meta. People get map close notices during the meta. I think what they need to do with most maps is look at trends across the day, week to day and maybe calendar rather than just player counts to project possible needs. Sort of like writing labor schedules.

Tequatl and the Wurm are the exception, being designed for a nearly full map. The original world bosses were designed for 10+ people, but scaled for 3+. Split metas like HoT are designed for 20+ (4 groups of 5).
It’s not the shard creation system that stinks, it’s the ability of players to use LFG/taxi to stack one shard to capacity at the expense of other shards. If you don’t jump on that bandwagon, you’re kool (kitten out of luck).

Today I went Dragon’s Stand. Joined some squad half an hour before it started. When the time comes we port to the map, but some of the people are moved to a different instance because the map is full. Suddenly it turns out I waited half an hour to be ported with 6 other people to an overflow map.
How are we supposed to even start the event? Haven’t it occured to anet to spread players equally between the instances? How many people can there be on a map? A 100? Why can’t we be spread 50/50 still leaving room for people to join?
At the present moment the system encourages to abandon the event in case you are in the incorrect map instance, which means you have been moved to overflow.

For this problem in particular, I think that if there is a squad leader in a map, then the map should “reserve” spots for everyone in the squad at the time that the leader enters the map.
So say that the map limit is 100 people and there are 35 people in a squad when the commander enters the map. This means that when there are 65 people in the map that are not in the squad, the map registers as full. It allows everyone in the squad the opportunity to join the same map (which should be a feature of the system) without going over the population limit.
