You or anyone else can’t dictate how others play the game, it could be someone who doesn’t even track world bosses that uses their key when they do. You just don’t know.
I believe once the Steam Creature boss has been killed, you are unable to unlock the area again for 20 minutes. This cooldown I think is to prevent quick farming of the steam creature, since it’s easy to farm the key and stack/hoard them in your bank, taking one at a time out to unlock the event.

Your first point would be valid IF you didn’t need to kill said world boss in order to charge the key, but as the 2 are linked yea im going to say someone is trolling this event/map, people used to troll it along time ago, and use a get around to get into the portal kill the golem, and when the key was used the golem would not spawn,
The key should only beable to be used on the portal within 15 minutes of the world boss dying, the key is linked to the world boss event, thus should be used with it, if Anet don’t want it this way, you need a different way to charge the key without the world boss.
I just use the Rift portals. No keys, no WBs necessary. =)

You may need the fire elemental killed to charge the key, but you only need 1 key to open the area, so many people bank their keys to use later. There’s nothing wrong with this, people kill the steam ogre first because it’s efficient to do first, since you spend 10 minutes waiting for the elemental to pop in the first place. The fire ele is before the 2 “bigger” world bosses being Triple Wurm and Tequatl and maybe now even the Shatterer being 3rd too. Those few shaved minutes to get onto these organised maps can matter to some people.
Eitherway, you can’t really tell people how they play is wrong imo. It’s down to personal preferance and maybe a little organisation

I am not really in favour of locking it but when people are actually doing it during the pre with only a few people for the sole purpose of locking the rest of players out after boss…something needs to be done. (these players, announce in map chat that they’re unlocking the event but they do not wait and start straight away and we all know that it is over within 30secs no matter how many people do it, thus no one can actually make it there in time in the first place).
Why cant they wait to use there key straight after the boss like everyone else. Makes absolutely no difference at all.
So what I would hope, the Matric event locked once fire ele pre starts until boss dead of time over. OR if the Matrix event is on cooldown, as soon as fire ele dies or the timer runs out, the cooldown instantly ends. This means the the heavy farming won’t be an issue and it gives all the other players opportunity to do the Matrix event.

I am not telling people how to play. I am suggesting some alternatives so more people can enjoy and play the game.
Also, the Matrix boss only takes an extra 1 minute. This is no time at all between bosses to be able to get to the bigger ones you suggest.

And why are you so sure people use the key to get there. I had my mesmer parked there for months for example. The Rift device also let you port up there without using the key. which people do on a regular bases I would venture.
You do not get to decide the timetable other people do events.
The Steam Minotaur should only spawn AFTER the death of the Fire Elemental. Then we can remove the lockout on the console and people can go up there whenever they want.

I am against a player, or group of players, who believe that they can dictate to others when an event or boss can be done beyond what Anet has already implemented into the game. Changing the behavior of something specific, in this case the steam Minotaur, in order to dictate this is no different.

Like when have to sit around waiting for a bunch of different events to spawn while making Nevermore …
I’m not against ANet changing things so that the portal only opens after the Fire Elemental, but neither do I think ANet should spend any energy worrying about this. It’s a minor event and the charged key can be used any time later. Surely, there are plenty of other QoL issues ANet should address before worrying about the hordes of leechers that skip the pre-events and instead sit around waiting for FE (including engineers that just leave their turrets out).
And there are many that purposely troll/grief the event just so those that finish the FE event can’t access the Steam Ogre. I often feel that are the majority that open the event before FE. They could come anytime to use one of their keys but chose to do it before FE.

Actually I forgot there was also a way to get in without rifts or key XD
