After watching the trailer a few times, this could very much be a possible thing. The female Mesmer, is using her shield to cast some sort of Time manipulation spell.

Seems like a decent possibility to me. Mesmers do already have some “time magic” spells with time warp and whatever the focus line skill is called. We couldn’t really tell what the skill did other than killing some enemies though, but I think it’d be cool if it could do an anti-quickness type ability that would slow people down.
