It’s legal as long as you are the only one who uses those accounts.
There’s no limit, but I think there’s some login flood control, so after 20 accounts or so it takes a while to log in.
Yes it’s legal to have multiple accounts. Many people have 2 and some have even more.
There are currently 4 accounts played from my IP address. I have 1, my husband has 1 and my housemate has 2. I’ve been thinking about getting a 2nd one while it’s 75% off.
What you can’t do is use 3rd party software to play two accounts at once. For example if you log into two copies of the game, press W and both characters run forward together that’s botting and will get you banned.

I just bought my 4th. What can I say? I like to level, and it was the same cost for a new copy as it was for a new alt, and I can create 5 characters instead of 1 for the money.
Of course, now I’ll have to spend money on bank slots and gathering tools, but it’s all good
