After checking every guide (and watching every video too many times), I think this is broken.

I have:
1. my character in W2Z3 at the right place
2. wooden whistle, equipped and playing the right song 332331 (at the right time, by the door)
3. I have the achievement for all the hidden rooms in W2Z2 – so yes I have the song unlocked and did this in Z2

I have tried it identical to the way Dulfy does it.
I have tried it identical to the way Kelani does it.
I have tried a few other variations changing which of the clouds I land on first and last.

The door never opens.

I did it yesterday. It’s a pain in the neck but very possible.

The funny thing is the achievement says “play a tune without falling”. Well I played the tune, the door opened, then I fell. LOL. Thankfully the door stayed opened and I got credit for the achievement, got Moto’s Finger, and the other hidden rooms in there.

Spoiler alert: 1 of the hidden rooms there will drop you onto a floor covered in small spikes that deplete your hearts over time. There is no way out of the room other then to die and respawn back at a checkpoint.

My brain gets dyslexic under pressure for things like this. For about a half hour of trying I realized I was playing the notes backwards the entire time (133233 instead of 332331). Then a few more minutes to have the correct notes memorized. Then a few more minutes of getting in a hurry and facepalming because I clicked the wrong note. And eventually I got it.

Moto’s Breath/Finger can only be used once per zone. Breath is pretty useless, but Finger actually deals damage. After getting it I went ahead and finished the whole zone since there was a hidden furniture shop below the Yeti I needed for the achievement, and the Wizard is right after the Yeti.

Moto’s Finger deals a big chunk of damage to the bosses, including the cages. So after getting it, if you want to farm the zones for babubles, save the elite skill to make the boss battles a little quicker.

It’s one of those ‘after all the trouble I went through to get it, it was soooo worth it’ situations.

Edit: Tip: if you’re having trouble seeing the clouds you need to jump on, open the game options, go to the graphics tab, and move the slider for Gamma all the way to the left (it should show as 0.5 to the left of the slider when you do this). The game will be a bit darker and look lousy, but it makes the clouds much easier to see. Don’t forget to reset the Gamma afterwards.

There’s something charming about rangers.

Restarted my computer and went back and redid W2Z2 to get the song again. Doing everything the second time worked. Not sure why it didn’t take it the first time.

I did this on Saturday and it took a lot of practice. Like Charrbeque my mild dyslexia didn’t help (both with the notes and because I mess up my left and right so having read a guide I managed to go into the spike room first and then had to go back).

But I also found the whistle difficult to get used to. Mainly because the first note takes so much longer than the others. If you just press the buttons in order you’ll miss a few notes. You have to press the first one, wait for the castbar to finish and then press the others.

The other thing I didn’t realise is you can move in-between. Which is important here because the clouds will dissapear. So you can for example do: 3, jump to cloud, 32, move to cloud, 33, move to cloud, 1 and it will work the same as if you’d stayed in one place for the whole song.

This happened to me 2 days ago, I just tried it everyday until it finally opened.

The first note is a killer, and it seems like it messes up the sequence that immediately follows. What I recommend is to pull out the whistle and use it before you even get on the clouds (as far back as the checkpoint if need be). Then alternate halves of the sequence rapid-fire as you jump along the clouds to get into the rhythm. You will still need to enter the final half in range of the door, and might have to sacrifice a life to do it like Charrbeque did.
