You can easily waste a lot of time discussing this like I did once upon a time. Or, you can go do something else that levels you to 61 or 62. Level cooking…switch crafts if you need to…or you can do a diff craft and try to get that level from just the basic and cheap low-level conversions (e.g., leather). I can’t guarantee it because they change things so fast, but it should be faster than running champ trains in Queensdale. You could also go to a different zone but I never liked how that broke up the continuity.
Kill everything in your path towards that lvl 61 thing? The plethora of hearts, poi and vistas, all dropping xp on you like mana. A lvl is nothing hard to come by. Hell, ainlt hard doing these things underlvl, if you are careful. Max disparity I’ve done is Claw 10 lvls low. Sure, is a group thing, group don’t take the hits for you tho.
No, the OP is correct in certain circumstances. Here was my experience with one character. I leveled two crafts (artificer/JC) to 400 starting at level 2. That put me at level 20. I always have goals for a character. So, for this one, the goal was to go through all hearts and as many events as possible along with map completion for the norn zones. I also bought gear from the TP at certain level increments (e.g., 20, 35) with runes/sigils…all in fun…but I was never really behind in gear.
Wayfarer? No problem (of course). Snowden? No problem. Lornar’s? Not crazy about that zone but no problem. Dredgehaunt? Well…all of those dredge concentrated in small areas can be challenging for anyone. Timberline? A bugged heart but it just took me ten times longer than it should have taken.
There is no 60-65 or 60-70 norn zone really. Next is Frostgorge at 70. So, you choose Maelstrom or Fireheart. I went with Maelstrom.
Now, how in the world, was I only level 60 going into Maelstrom if I did every heart, many events, and map completion? Note again that I started out at level 20! I was pretty ticked off about it since the hearts there start at 62 (not 60).
The solution was to jump backward (and go against the plan for the character) by doing Sparkfly (55-60). But one shouldn’t have to do that. I’ve never had that happen with another character so there is something weird about the XP scaling going that route. And, the OP is correct in that the hearts do NOT start in 60 in a zone advertising 60.

I don’t know about you, OP, but I regularly kill stuff 2 levels above me, on pretty much every profession. I’m not thinking that that 60th level should mean a 61st level creature should be so much beyond you.
Admittedly different people have different skill sets, or just play less…but if you make sure your armor and weapons are updated, a 60th level character should have no problem at all in a 61 area.

Well, come to think of it, I was 58 after all of that, not even 60. But, go run that map…you’re going to hit level 65 mobs very quickly. There isn’t a smooth transition. You can argue for the fun of arguing, I guess….and I’m not bothered by this. I’m just saying that the devs might want to double-check the continuity.
It still doesn’t address how I could have been only level 58 when starting at level 20 and having done four maps with all hearts and numerous events including several of the beloved Maws.
FWIW, I honestly don’t care. I’m just letting the OP know that I had this same experience on one character (out of 10 that have been through there)..and that zone does need a little bit of work on continuity. We all know that won’t happen.
i was taking mobs 4-5 levels higher than me when leveling, this was done with both my guardian and mesme. i leveled my ele at release so my thoughts are fuzzy about that, but im pretty sure i was taking veterans 2-3 levels above me easly with stsaff. I also took 2-4 mobs at the same time when leveling (once again, guaridan, mesmer and ele) and came up ahead most of the time, except ranged mobs, puppy those ranged mobs…
My advise OP, learn the class, depending on the class they have different ways of taking away that damage; example, guardians second tree gives you blind on activating F1, and F1 refreshes everytime you kill something, 5 points into the final tree gives you 3 stacks on might on activating f1. For only 20 points you get all the tools you need to take any ob. You get a good greatsword and jump at them, #3, DPS, once they all attack press f1, then once one of them die keep pressing f1 until they all die.
Remember, skills > stats most of the time, even in PvE.

Most (if not all? Just checked, can’t say I’ve ever noticed before!) of the maps have hearts that start 1 level above the suggested map level. Some will have events/hearts that are one level above the maximum level for that area (ex: http://wiki.guildwars2.com/wiki/Timberline_Falls).
It all depends on how many “extra” activities you fit in there anyway. Crafting/gathering/jumping puzzles/events/dailies/personal story… can’t say I’ve ever found myself underlevelled for the next area. :/ Some maps rely more heavily on events than others, that’s probably true.
OP I can understand you if we are talking about other themepark mmos such as RIFT,LOTRO and a like, but come on you are playing GW2, just explore other zone for an hour or so, you prolly gonna do that anyway if you are aiming for world completion so I really don’t see any problem here.
Mt Maelstrom is one of my favorite zones in the whole game.
I can’t say I have ever even noticed this though.
Mind you many of the zones don’t really match your level (depending where you go in) but that should not really be an issue- on most classes it is perfectly fine to do content a couple of levels above you, just be smart about it.
if you really have to as people have said just craft a couple of levels or run some events in a zone you are in before moving on.
oh in Mt Maelstrom don’t swing to the right when you just get there- you will run into the nightmare court and die a horrible death- go the other way :P
I hit 80 by the time I am halfway(?) through the PS. Somewhere around claw island. Except my first character, she didn’t start the story until 70something since the summary of the PS at the time was basically ‘meh’.
This is outrageous, what was anet thinking? This truly is a terrible fate, facing mobs 1 level higher than you, I can only imagine the horrors..

I would be more inclined to moan about the very poor mechanic which makes you less effective against higher level mobs than the fact you are a few levels too low to do an area.
Maybe if the put tildes in front of the numbers shown on each zone in the world map?

That only matters when there is a big (IIRC around 10 levels difference) gap between your level and the enemy. A 1 level difference isn’t going to matter.
