Has it been stated yet if unlocking a Specialization (Elite or Core) is a character or account mechanic?

I’m curious to know if I will have to re-invent the wheel for each character that will use a duplicate Specialization, or if the effort given will allow it to be used on multiple characters.

Not mentioned. Hope is account bound honestly.

Anet has not said either way so that means it could still go either way.

Specialization can be changed on the fly when out of combat anytime, so I do not think it matters or not with your question.
