There is a birthday mail and gift. try using /age to see the age of your character.
The birthday is per character, not per account, so if you started on another character first then deleted it and started a new one that time doesn’t count.
The system is programmed to automatically dispense a birthday gift to any character in the database the instant they hit the 365-day mark.
Well, I think it does anyway, but I know for sure it’s automated.

Occasionally it bugs – if it takes more than 2-3 days, email support. They have fixed this issue in the past iirc.
Maybe your mailbox is full. That happened to me once, i bought some stuff from the gem store and didnt receive it, then i checked my mail box and noticed it was 10/10. After i deleted some mails i got my stuff.
