I wouldn’t feel right just kicking everyone else, though. I don’t want to be seen as stealing everything in the vault.
Tell them you will disband the guild, give them a time frame to get everything they want from the vault, and then kick everyone and keep the (probably now empty) vault and upgrades to yourself.

if they aren’t repping, they are not worth keeping.

I am messaging all of them as we speak. I made it impossible for them to withdraw anything from the bank though, to prevent people from stealing stuff and leaving. If anybody is interested in keeping the guild active, I figure I will just kick everyone else.

Of what? Not representing means they’re not contributing any influence to the upgrades… people who expect things for nothing SHOULD get screwed over.

And I think you’re right.
What if someone can’t login actually, but by chance had represented another guild when he was online and would still like to stay in the community?
It would be good if you could see at which time the guild members hab been online, then send them a privat message and a “reminder” message and kick then when they don’t answer in spite of being online. That would be fair, in my eyes.
But as it is now… It’s really hard to tell whether someone has forgotten about the guild or whether he is just offline for this time…
At least do the right thing and try to get everyone together for a sort of council on the future of the guild before you start tossing out eviction notices.

Then pass it off to someone else and bail out, obviously you are incapable of leading.
Guilds often implode when their founders bail for another game.
Don’t sweat the details, just close it down.
I was in a guild when 2 of the founders went back to SWTOR – within 2 weeks everyone left and found a much better guild and a much better gaming experience.
Do them all a favor!
You can belong to more than one guild. Sounds like the remaining members have already figured that out and are repping another guild. So, your choices are:
a.) Remain GM and recruit new, active members.
b.) Remain GM but unrepresent and find a new guild to represent, keeping the lights on for other members who might one day return.
c.) Disband the Guild. If no one is representing anymore, no one is likely to care/notice.
d.) Kick everyone else from the guild and maintain it as a vanity guild, along with any perks the guild has unlocked.
Or some minor variation on the above.
If the guild has unlocked vault space, you might as well keep it for yourself. Either remove vault privileges for other members that have them or clean out the roster.
I’m sorry to hear that the founders moved back to LotRO, but there are still a ton of active players and many active guilds, so I’d just recommend finding a good, active guild to join, keeping your current guild, or not, and don’t let the mini-exodus get you down!

I have to thank everyone for keeping that game alive as I have a lifetime membership that I haven’t used in over a year now. If I feel like it I might even go back there someday to try and get one max level character. So far I am very happy here so I can’t see that happening anytime soon.
Back on topic, they left you cold, don’t be to concerned with returning the favor. A nice mail message telling them that you are closing down the guild (and keeping the bank) should suffice. So long as you give them a time frame your covered IMHO.

Just go find another guild and rep that other guild, eventually everyone in your original guild will leave by themselves.
I think the people on OP’s guild is probably staying because they don’t have to leave unless they need more guild slots, OP might as well do the guild members a favour and let them know before kicking them.

There have been a surge in LOTRO population recently, but I think this is more due to coming Hobbits movie when the world goes Middle Earth Mania. I think on some servers (probably the RP ones) there are some player events being plan.
