My server is dead
As far as I can tell, there’s no way to see if the people of your server are playing PvE or PvP. PvE on my server is basically dead as well. Most people are either in WvW or SPvP all the time. It feels like I’m playing a single player game until I want to do a dungeon or PvP.
try guesting around to check the PvE population.
for non T1 NA servers, try guesting in Sea of Sorrows.
the PvE crowd there is still doing okay.
This is why command such as /list would be useful, to see how many players are in a zone / game.
However, this could easily backfire since many would be depressed by the results and the fact that they are playing by themselves in a single zone.
A month ago desolation was pretty much filled in WvW. PvE yeah, imo the problem is that there is too many low level zones and leveling goes so fast. Given you play everyday you can easily make 80 within a month. It doesn’t help that they made fractals, so no one goes to the open world anymore. Before fractals Orr had many people.

I second this, its full of people everywhere..
Have you looked to see if they are on Southsun? All levels can go there for good exp and gold. Second or third character leveling there is a breeze.
Henge of Denravi (my server) is pretty good for PvE, I’ve found. The big event chains are usually very well populated, and you’ll find plenty of people in those zones running around when said chains aren’t occurring. Activity in the mid-level zones without such a draw can be a little low, but you’d expect that. And, of course, you’ll never be hurting for people doing FotM, dungeons, or living story.
Borlis Pass is semi-dead too. But there are still some people participating in some events – but I believe most maps are empty.

I’ve had the opposite experience on Sea Farers Rest. I have levelled 5 toons to 80 now and each time I’m setting off I am always suprised how many other players are running around. Last week I started an Engineer and I have to say it felt busier than launch week in Queensdale.
Maybe this is just my server, not sure tbh. Lets hope the new LFG tool will improve how people group up for events, dungeon runs etc.
I remember when Ehmry Bay was so full of life haha when I came back from a hiatus, the server felt so ungodly empty. Went to WvW, thinking it probably turned that way. Nope, not a single commander, some people running around for a few hours smh. So I switched to Yaks, that server’s pretty lively.
Dragonbrand has a healthy population in WvW and PvE. Any of the tier 3+ servers in WvW probably have active populations in both just because they have the numbers to be in the upper tiers.
RIP my fair Engi and Ranger, you will be missed.
Go visit another server for PvE? You aren’t locked into your server any longer.

If it’s just PvE that’s concerning you, why do you care? Guest in other servers… Aurora Glade is doing pretty well outside of middle level areas (but, as everyone knows, they’re the bane of any MMO), and even those seem surprisingly populated on odd days. You can guest in 2 different servers every 24 hours. Go nuts till you find one you like.
I guest into TC when I want to level lowbies. Lots of people there and great PvE crowd.
