Sorry I realize a screenie would help a lot here.

I have been seeing a mantle skin (heavy armor) that looks like wings fanning out towards the back and a chest piece with a Griffin Face on the front of it. Was wondering if anyone can tell me what set they are from

No, cultural armor can’t be used by other races in any way, the models don’t even exist (though human and sylvari would probably be able to share models). Actually there was a bug that was fixed sometime ago that allowed you to see your character naked if you previewed another race’s cultural armor.

Nope, you can`t transmute it. It was possible for a while, but since these skins are not made to fit other race models, this ended in bugs varying from hilarious to horrible. To my knowledge, this transmuting loophole has been fixed for cultural armour. Even if it isn’t, I wouldn`t recommend it as it could backfire.
