I place left fingers starting with pinky on 1 to 4 and right fingers on 5 (index) to 8 (pinky). Remember blue line is the left index finger.
As for when and because of lag, framerate issues, reaction time, etc I press as the midpoint of the note crosses the line. Works for me most of the time.
Also some note ranges are easier to play. Or you simply pick one range and beat the sequence into memory. But that’s me.

The hitting time threshold is quite wide, from when the note is about to reach the end of the line to when is fully in the circle, to play safe I aim for the note to hit the edge of the circle.
I do indeed use my pinkies and don’t think I could do it without it. I very much play the bells like a piano keyboard, except easier because each note gets it’s own fingers. So 1234 for the left hand and 6789 for the right hand. It takes some practice to get used to it and remember which finger goes with which note, so that it becomes more muscle memory. The first year was hard, now I barely think about it and pretty much don’t end a game with a score less than 580. I do still make mistakes every now and then, and then there’s the occasional lag.
Anyway, attached is a picture as you requested of where you need to hit the button. I took a screen shot at the same moment I pressed the key for the note. You pretty much can’t do it before it hits the white line, then you have from the white line (where I marked with a pink line in the pic) until about when it reaches your feet, more or less. I usually try and hit it just as it reaches the white line, I sometimes hit it too soon though.
I also find it helpful to have the sound on and be listening to the tunes, especially the harder ones, it helps with the timing when you have a lot of fast notes in a row. I find doing upper or middle easier for being able to hear the melody and timing that way, however they do have more notes. Lower can be easier just because the notes don’t usually come quite as quickly.

As others have said, you hit the not just as it’s crossing the white line and entering the blue circle you’re standing on.
As for finger placement, I have things set up slightly differently from others. My 6-0 keys have alternate bindings as Shift + 1-5, so I just have my fingers on 1-4 and my right index finger on the shift key; I just say the corresponding number whenever I see a note appear and by the time it arrives I’m primed to hit the right key.
