New Legendaries When?
As soon as HoT releases? And will we only be able to craft them if we own HoT?
Apparently, only a few (3?) will be in when HoT goes live.
And yes, you will need HoT to craft them. They’re gained only through the Precursor Mastery track, which you get with HoT.

There will be 3 new ones when HoT releases. More will be added with future LS content/releases.
Considering the precursor crafting is a mastery, only HoT accounts will be able to get precursors this way. (https://help.guildwars2.com/entries/95982157-Account-types-Free-Core-HoT)
But the new precursors will probably be available through the current methods (Mystic Forge, random drops) but I believe the new precursors will be account bound no matter what, so no obtaining them through the TP.
