That’s a good idea, at last we have some challenge. But system works in stupidiest way i ever seen. Yes, WB have double HP and that’s fine, but we still can’t crit them hitting their body parts. But critical strikes work in emty air near bosses, like in cheap browser mmo. As a result we have pack of players damaging air under or near world boss to get crits. That realy looks stupid, and on some bosses like Tequatl that air-spot becomes unreachable (only melee strikes deliver crits) and now kill chance is 1/3 in best way. Why do Anet just keep crit strikes on a body parts, but change directions for crits? For example, on dragons critical strike must be done in back part of their hands instead of front atacks.

Double healthpool on bosses is a lazzy solution. Most world bosses are now less enjoying than ever (swadow behemoth for instance). Tequatl needs a lower health pool to allow also random maps to kill him. The changes needs to be polished.
