New player race please
This gets my stamp of approval! Don’t worry about why the Tengu would join us, or the amount of time and preparation required to create that content, just shove it in. I’m sure the data is just sitting around the office, I would really appreciate one of my favorite races being unceremoniously shoehorned into the story.
Well, there is a bit of possible foreshadowing if you completed personal story and arah story. There's a tengu smith at the Fort Trinity party instance that tells you that the tengu may well become more active in global affairs once he tells his people about the pact's victory.

He needs to get his featherly butt out there and start telling his people then ! :p

What political clout does an weapon/armorsmith carry. Your name will circulate amongst his peers and maybe civilians. When their representatives (or a hero) finally need to join the fight, they’ll just be familiar with tales of your exploits (which is why they’ll ask to speak to you specifically).

Of course we don’t have to worry about why they’d join us, because there’s already a reason.
From what I can recall, there are already Tengu NPCs mentioning the idea of joining the other races in the good fight against the elder dragons, but only once we’ve proven ourselves. Now, seeing as we killed an actual elder dragon and are on the verge of dealing with another one, I think it’s pretty safe to say we’ve proven ourselves. All Anet really has left to do by this point is have them join us officially. So, there you go, and it wasn’t even shoehorned.
Though the technical aspect will take time, certainly, the lore is already there.

These tengu, would you happen to have names, or remember what their importance was (crafter, merchant, political figure)?
The tengus killed me when I tried to escape from LA. They can get cooked by Primordus for all I care.
On a more serious note, I don’t think Anet is going to go through all the trouble to release the tengu as a playable race when you see what a fail player-wise the Charr has been. Then again, when you look at all the clipping issues plaguing Charrs, I’m not sure they went through a lot of trouble anyway.
Oh and the Tengu isn’t just a random weapon smith, he’s a famous master smith known across Tyria (this is why the pact invited him) He’s kind of like a major industrial leader amoung Tengu, so ought to have some influence, such people tend to at least be on good terms with the military command of their nation.
