Huh. What’s that got to do with what people in the community are talking about? Is that just a fancy way of saying “I’ve got bad luck, but it must be the game’s fault?”

It means that when you open a chest for a weapon ticket a random number generator determines what you get. ( or anything else really, like the Mystic Forge)
Since it is random you can open chests forever and never get what you want

Sometimes is a way of saying that. Sometimes occurs in the context of saying less things in the game should use RNG
