Nightfury and winter's presence
While no one knows for sure, and this might just be my gut feeling, the odds seem very good. The old school Halloween weapons were a pretty unusual case, so I wouldn’t use them as a relevant predecessor.
At the same time, I wouldn’t necessarily start stockpiling materials, because things like Wintersday drinks are going to be rather expensive right now, anyway.

hey guys, im wondering if anet will re release the endless batwing tonic or the chance to work again towards winter’s presence?
Im asking bc I dont think anet has re-released halloween weapons for example. What are the odds?

What do you mean “re-release” — it’s still available as a rare drop from ToT bags. Maybe you want to know if they will be drops again in Halloween/2016. From 2014 to 2015, pretty much everything fun was offered again, with better drop rates.
So if history is any guide, then it’s very likely to see the endless tonics in the ToT bags again. On the other hand, if there’s one thing ANet has been consistent about it’s not being consistent, so I don’t think we can use history as a guide.
