Patch hasn’t hit yet, but patch notes are up with details of new items going into gem store
I don’t see patch notes on the main page, where should I look? :o
If the patch is not live yet, is there a typical time they are usually applied, or does Anet not give any specific times?

The Gem Store is in the process of being updated, so those items will be available when the update is applied.
Game Update Notes are posted in the News and Announcements section of the forums.
We do not typically announce when on the day we are updating the game. This is due to unpredictable events that might happen on the day that may push us past a previously announced time, which would just frustrate everyone.
