So today I completed the map for the straits but it din’t give me any rewards…
There was only a waypoint to grasp and when I did the treasure box didn’t appear. I checked my map and it said 100% for the area. The temple of Balthazar is contested but I don’t suppose that this has something to do with it…

Nope it isn’t supposed to. Are you sure you have covered all the POI’s and Vista’s and skill challenges? I have done this in the past and have got my rewards. If you’re sure you finished everything in the map, perhaps submitting a bug report to Anet should help.
Edit: just saw your edited post. It has nothing to do with a wp being contested or anything as long as every POI/Vista/WP/Skill pt has been covered. Sounds like a bug to me, probably due to the new changes made to Orr maps. Maybe the rewards need the new WP’s unlocked as well but somehow doesn’t show in the map progress?
They have added two waypoints, one of them being in the straits of devastation. Visiting this one waypoint will not give you the reward, because you’ve already received it when completing the rest of the map.
You only get to “complete” a map once. The new WP’s do not allow you to get the map completion bonus a second time, even though your map completion says you only have 97%, or whatever it is.
Just so that there’s no misunderstanding, after the patch yesterday I logged in on my Necro, who had only just arrived in the Straits, completed the map (including a number of PoI’s, WP’s and a Vista, and got the bonus. Later on I logged in with my Ranger to grab the new stuff and there was no such bonus, nor was I expecting any, because I had completed the map back in September.
I completed this map a while ago and of course got my reward. Then a net added the new wp and It reverted to99%. As expected I didn’t receive the chest again at 100%. There may be a bug preventing you from collecting the reward due to the new wp.
