I think at least two of my characters fit your criteria:
1) My charr thief. He’s Ash Legion turned Order of Whispers so he wears the whispers uniform, but in black and very dark grey.
2) My engineer. She’s a norn and her backstory is that she learned engineering from the charr so he takes a very practical approach to it. She wears practical clothing that won’t get in the way when she’s working or fighting and her gadgets don’t need flashy lights to tell you they’re working – you can tell it’s working because the enemy is dead or on fire.

All of my characters are non flashy. Below is just a sample.

Where should I start
I have quite a few characters... and most of them, well, ALL of them have multiple armor sets!
Here’s a taste what I do with my characters;
My Tempest, Goliath Bill. I do have an aura, but I don;t always use it because I find it often spoils his look. I went for a noble look, but one in tribute to his GW1 relative, wears the colours of a pyromancer

most of my characters are flashy in some way or another (worst offender being my main decked out in 2 legendaries (Sunrise and Dreamer), chaos gauntlets, winter’s presence, and light of dwayna. XD
but i do have a few... blander... if still well dressed... characters floating around...
not sure if the last one counts cuz she’s so ... WHITE... but hey... no glowy bits.. *shrug*

Had to explain to every single guild I’ve ever joined that I actually enjoy dark earthly colors on realistic looking and sensible armors. If I could dress him in full camo clothing and blend into the background, I would!

Love this. I have a similar theme going on my Asura, but this is much better
My main is deliberately low-key, without any auras or particles other than H.O.P.E. Primary dye is Black, not those darker texture-killers. The only thing that changes on regular basis is the scarf color whenever I feel like making it different.
Gotta admit, some submissions in this thread demonstrate just how skewed the perception of “flashiness” is in MMOs.

I’ve done a number of non-flashy looks over time. But here’s my most commonplace one, he’s a young man who recently left home at a decrepit winery for the first time, carrying a beat up family heirloom sword and a vinyard pole for a staff (mesmer). Last pic is his new profile since the Elonian faces came out.
I don’t mind having some flashiness in a set of armor, but it has to be the one central piece of flashiness to build the look around. When you start adding glowing weapons, glowing hands, auras and wings, it’s just way too much! That and I just tend to hate wings (or how people use/overuse them).
That said, I haven’t changed the look of my big strong Asura warrior who (if you knew his backstory) can arm wrestle a Norn into submission on a modest day. I’ve added to his look and sometimes use outfits but he looks mostly the same. I can also pretend he’s got a six-pack there.
I was actually considering starting a thread like this myself. Looks like I don’t need to now.
Here’s my two Charr; Chimie and Reeva. With Chimie’s outfit I wanted to create as smart and as tactical of an outfit as I could with minimal spikes, flares or ugly obnoxious bits, while still looking like a Charr cultural outfit. Reeva’s is based on Chimie’s outfit, but with the scallywag chestpiece to make her look Like a pit fighter.
Also I hate my user ID.
Wouldn’t count my Chronomancer as too flashy.
My Ranger is definitely my least flashy of the bunch, but Arinea’s never been one for “impractical outfit clutter” as she’d probably call it. I even got her a quiver to make her look more Ranger natural. Just to toss a better shot of her in here since I had to leave for work.

- I want another chestpiece but… GW2 doesn’t exactly have a huge resource bank for armor skins.

Unflashy enough?
Wanted to leave out all the halos, spikes, wings and what-not to create a more-or-less realistic armor set. The only thing that still annoys me are those “ears”. But then again, I haven’t found another heavy headpiece that satisfies my fashion wars needs.
Most parts are Phalanx Armor, gloves and leggings are Councilguard, tho.

Got a couple more non-flashy. Street rat Warrior who just has basic armor and a decent greatsword she found in a pawn shop; eyepatch not visible in this shot but she lost an eye to friendly fire in the LA invasion.
Ash Legion Revenant (he was the muscle for his scouting warband until something happened in the Mists, and a distraction, so he doesn’t have to wear dark colors. But this is just normal armor, non-flashy — I have given him the foefire wraps since this pic but dyed them to blend in).
Random Revenant I made to use up an 80 boost. I’m not sure she counts as non-flashy since I’d certainly notice that armor in a crowd, but there are no special effects involved so I’ll share her too.
I also have a Guardian in as subdued heavy armor as I can manage, but to conceal the armor nature of it I had to dye it very dark so it looks a bit edgelord. I’m not posting it here due to that but it does have short sleeves and basic pants. If only I could get the hoodie and human male town clothes trousers back, I’d make him super non-flashy.

She’s a norn, that’s a base hair option for female norn.
Funnily enough I just realised that as long as the screenshots are taken on the character select screen my elementalist qualifies.
In-game she uses the Bifrost and Suncatcher backpack and of course she glows (purple), but you can’t see any of that on the selection screen.

Here’s two more, now that I’m in game to take some pics, my pending Soulbeast and Deadeye. They’re ornate, not exactly in casual grunge wear, but not going for flash. The Deadeye will be using the Shimmering Rifle as it suits her attire very nicely.
Oh, and I’ll add in my villainous elementalist nobleman. He’s got bling but no fancy effects. And the guardian I mentioned above, I’m not super happy with his look but this was the closest to “civvies” I could get in heavy armor.
